I need to know how can I remove the white rust from hot dip galvanized steel?

When/if you remove the white rust you are left with, at best, a less satisfactory coating.

But the white rust corrosion product is extremely voluminous and the actual loss of galvanizing protection may be less than it looks like. if you search this site with the search term 'white rust galvanizing' you will find some recommendations for stripping the white rust with phosphoric acid and then painting.
