Could anyone kindly advise me if the electrophoresis coating is non-conductivity or not?

It's non-conductive. Actually, that's why it works. If it weren't non-conductive, the high current density areas would not get blocked off so there would be no current flow to the low current density areas and the treatment would be ineffective.
