Do they put gold over 925 silver? And what do markings "plata 999/1000" mean?

Hi, I was given a chain that look's like gold but is clearly marked Italy 925 -- can you please tell me what it is? I have one other question: a few years back I was given a candle circle, it's marked windsor plaque 10 microns under that it say's plata 999/1000 or 979/1000 under that it has two shields each has one letter first has a w the second has a p then in a bigger shield under that it says windsor plhque chile with a w under that. Is this real or just well plated?
