What does SAPH/SPFH stand for?

I am trying to find what these JIS Sheet Steel prefixes actually stand for. I have not been able to find anything pertaining to what the actual meaning of the letters are.

Ex:

SAPH440-OD - which I know is HR 440 tensile, pickled and oiled, however I would like to know the actual meaning of the letters.

You can find the details of SAPH 440 in the Japanese standard JIS G 3113. High strength steels with the SPFH designation can be found in JIS G 3134. The Japanese steelmaker JFE Steel Corporation has a nice .pdf file available for free download that summarizes the requirements for a number of different JIS standards, including G 3113 and G 3134.
