Black smut on pewter from Nitric Acid oxidising

We are using diluted nitric acid to oxidise pewter. After nitric acid, parts go into baking soda [in bulk on eBay or Amazon [affil link] solution to neutralize.

After drying and buffing, we cannot stop black coming out and staining the hands etc!

Is there any other solution we need to use to stop the staining?
