copper sulphate test on passivated austenitic stainless steel surface

After passivation of austenitic stainless steel surfaces, copper sulphate on eBay or Amazon [affil link] test is generally employed for ensuring removal of free irons on surface. As per ASTM A380 , after this test, the copper deposition must not be there on surface. How can this be ensured? What shall be the pH value when checked with litmus paper?

If you have copper on the surface of the metal, the test failed and the parts must be recycled.
Litmus is a very poor test for pH as it only tells you that the pH is above or below that specific pH for the paper.
Notice the range for red and blue is 4.8 to 8.3.
