Electroless Gold won't adhere to Electroless Silver Plating

We carry out Silver 2.0 Microns and Gold 1.5 Microns On Brass base with Electroless Silver and Gold Bath. We use Borohydride bath both for Silver and Gold.
Adhesion is good by Tape test after Silver Plating. After Gold , Adhesion of Gold and Silver is bad in Tape Test.

We tried Silver By Electroless and Gold By Electroplating. The Adhesion is Good -both Silver and Gold.

Anybody can help me in solving the adhesion problem in Electroless Gold and Silver. If any further details are required , please ask for it.
