Painting doesn't adhere on gooseneck of lamps

We are a metal fabrication industry in India. We have received large enquiries for manufacture of gooseneck (flexible metal shafts) for lamps. However we are unable to paint the said surface as it keeps peeling off. We have been doing powder coating. Plating the same has given good result but painting has not succeeded. please advice.
