Deposit formation in high pressure boilers

Dear sirs,
I work in Touss power station in Iran (Khorassan province).
The Drum pressure is about 145 bar and the chemical treatment system is AVT i.e. we just inject ammonia on eBay or Amazon [affil link] and hydrazine.
The problem is the growing of iron oxide layer in steam parts; would you please answer to the following questions.
1- What are the dependent factors for growing of this layer?
2- What is the permissible value of iron oxide layer in steam part tubes and how should we clean it ?
3- How can we minimize further growing of this layer ?
