Deposit formation in high pressure boilers

Dear sirs,
I work in Touss power station in Iran (Khorassan province).
The Drum pressure is about 145 bar and the chemical treatment system is AVT i.e. we just inject ammonia [on eBay or Amazon] and hydrazine.
The problem is the growing of iron oxide layer in steam parts; would you please answer to the following questions.
1- What are the dependent factors for growing of this layer?
2- What is the permissible value of iron oxide layer in steam part tubes and how should we clean it ?
3- How can we minimize further growing of this layer ?
