Looking for an alternate for Prebond 700 for surface treatment of steel

We use Prebond 700 from Cytec to treat steel surfaces prior to vacuum bag bonding. We are informed that Prebond 700 is not going to be available and we need to find a replacement material and process in a short time.

The primary requirement we are working with is water-break-free surface. I am looking for suggestions for alternate material and/or process. Thank you all.
