Problem in silicate base trivalent passivation

we are doing alkaline zinc with trivalent passivation.it is 3rd generation passivation.I am facing white patches after passivation. I am using all D.I water rinse in passivation line.the patches are removing if I rubbish with cloth.where is the problem,kindly give your suggestion
