Food safety of phosphate coating for cutlery application
can anybody help me about the food safety aspect of this coating like use in can opener

Phosphate is very brittle, so my guess that for the cutter blade or the "gear" that moves the can it would be inappropriate. It does not have a lot of corrosion resistance and is a base for paint or oil.
Probably a poor idea.
