Matte colour hard chrome finishing

Hard chrome with matt colour finishing is done by
1) Sand blast after hard chrome ?
2) Chrome at Low temperature (30-35 C)?

Hi, Eric. To my knowledge "low temperature chrome" is decades-old "theory" that is not actually practiced in production.
