Step 1 is to get the best fade resistant dye (they have ratings) and then give it an excellent seal.
I am not aware of a global test for fading, but you could design your own by using test cells with intense fluorescent lamps and another with a xenon lamp.

ASTM D822. These are the test methods specified by
MIL-A-8625 / MIL-PRF-8625
