Ferric sulphate reaction with oxidizers




I work at a water treatment plant we treat about 40 mgd a day. The problem I am having is we blend RO water in the same clear well with the basin treatment plant so we have to up the Chlorine to adjust for the RO water. We use Ferris sulphate as a coagulant in the basin treatment.My question with chlorine being a oxidizer and added in the flash mix, Will it lower the effect of the ferric sulphate as a coagulant?
