Mouse and calculator covers become sticky

I have a old calculator and a PC Mouse with mat-black color, guess were coated with some kind of power plastic or ... ?
These devices were kept on my book-shelves for some time as I was away on business for some months. Today I took them out thinking of using them, unfortunately the overs were all very sticky! I'd like to know why like this and how to prevent this and also how to remove them.
