Normalized 1008 steel, post induction braze - blistering zinc chromate

We're performing an induction 1008 steel braze with a copper ring in Nitrogen atmosphere for the past 2 years. We've recently elected to do a normalizing operation at 1600 °F for 10 minutes to relieve forming stress from an earlier operation, prior to sending these parts for a zinc trivalent electroplate per ASTM B633 T3.

Problem is we're getting seeing blistering around the heat affected zone that hasn't come up from previous years of production without the normalize. Any idea's?

Sorry! Finishing.com is temporarily Read-Only.
Ted Mooney is retiring but I have several offers to take it over.
We're working hard to make sure we find it the best new home.
