Want no-function (except thickness) coating for steel pipe
Dear All,
We have 22" Outer Diameter Carbon Steel Pipe coated by Epoxy 1 mm.
We need to add Extra thickness of 2 mm but should be the cheapest stuff & easy to apply.

When you say 2mm do you mean 1mm per side (1 on top and 1 on bottom of the pipe or 2+2 which gives you a diameter change of 4 mm?
The lowest cost way I can think of is a solvent based coating that could be brushed or sprayed on. I assume you want it to bond perm to the epoxy?
I have to do this quite often with casing we get in that are already coated. I just spray them with a coating.

If there is literally no requirement other than thickness and ease of application, have you considered tape? There are plenty of different varieties that offer 2mm thickness.
