How can rust be avoided after Nickel-Cadmium plating process?

We are doing Ni-Cd plating on low alloy steel sheet as a sample for approval .
My question is what can I do to avoid corrosion after fog salt test pp-160c , where is my mistake?
Please, your suggestion to improve my process?

The normal causes would be the part is not clean enough, there is not enough nickel, possibly not enough cad and most probably a poor chromate conversion coating.
One jet engine Mfg uses an olive drab chromate before bake that comes out a very nice black after bake for difused nickel-cad plating on turbine blades.
