Nickel acetate seal issues ... surface is sticky

We currently have housings clear anodized with a nickel acetate seal. recently we have experienced a sticky surface on our valve housings. How can we determine if the sealant is completely cured properly?

You can apply the ink test. with a base water marker you can paint a line, leave for ten seconds, try to remove with a soaking flannel. If the mark has been removed, it its possible that the seal be fine.
