Effluent treatment of boiler cleaning waste

How can I reduce the B.O.D. & C.O.D. of the effluent after chemical cleaning of boiler or any industrial equipment to 1000 as required by the effluent handling company?

You could try hydrogen peroxide at pH 5, with a 100 - 200 ppm of ferrous ion added. This is Fenton's reaction. It may take 12 - 18 hours to go to completion. I've used it with great success in the treatment of spent dye solutions.

Chlorination might also work, but I hesitate to recommend it because of the possibility of generating refractory chlorinated organic compounds.
