FRP Coating on a Painted Surface

Dear Sir,

We are coating an Mild Steel Surface with FRP or flakeline coating.
The problem is that the Mild Steel Surface is coated with zinc dust ⇦ on eBay or Amazon [affil link] ?
Whether required adhesion as compared to a Bare mild steel surface can be achieved?
