Cleaning of substrate-oxide layer removal

kindly suggest simple chemical method (without deteriorating surface finish) to remove the oxide layer of a hardened high carbon high chromium steel substrate and substrate is ground to a finish of 0.6 micrometers;subsequently this substrate will be used for plasma sputter coating.

Better to heat treat in inert or protective gas or vacuum to avoid surface deterioration due to oxidation and its subsequent removal. Acid pickling can hydrogen embrittle (a hydrogen bake-out may be required) and intergranularly corrode such alloys. ASTM A380 recommends mechanical descaling where possible. For pickling with minimal substrate damage, use an inhibited, commercial descaling product. See letter #30358.
