What is dross made of and how is it removed





Hi, I am Paul Paine, am nearly 70 years old, and have been told I am creating hazardous waste. I want to know the truth. I cut new soft steel with a plasma cutter and then pickle the piece in a dilute mixture of hydrochloric acid to remove mill scale and dross. The dross turns brown and can be flicked off easily. Can anyone tell me what chemical compound the dross is? If I buffer the acid mixture with soda before disposal, am I creating a hazardous waste?
