Springs, at least quality ones, are designed to bend and recoup. So, technically speaking it is not possible. What you should do is to soften the steel (anneal), bend it to a new shape and re-harden it again (quench and temper). Not easy. You need a temperature controlled oven.

I have a landscape rake on my tractor and one of the tines is bent up and not contacting the ground. how do I bend it back to shape without taking the spring out of it?
