Stainless steel flatware decorative black coating refurbished

I have a set of Oneida community isabella stainless steel flatware that has the decorative black coating in a pattern recess worn away on the handles and would like to recoat it with something black. This coating needs to be safe for tableware use and cleaning.

Solution no 1.-You can use any good paint
Solution no 2.-oil it very sparingly(only pattern recess),then heat it to 300-400C(slow),repeat if needs, instead oil you can use shellac solution (20%).
Good luck!
