RoHS Compliant Black Oxide?

Our company is presently trying to achieve compliancy to the RoHS standard (Restriction of Hazardous Substances). I am the Quality Manager and I was asked "Is Black Oxide RoHS compliant?".
Any feed back would be appreciated.

Yes, black oxide is RoHS compliant.

A. Our research indicates that black oxide per MIL-DTL-13924 [affil link or DLA], Classes 1, 2, and 3 are non compliant. We would be very happy if we could determine that they actually are compliant.
