Is tremclad toxic to animals?

I bought my mom a beautiful antique bird cage for her birthday, and she would like to put a canary in it. However, it has been painted with Tremclad. Is Tremclad toxic and will it be harmful to the bird? If so, does anyone have any recommendations as to removing the Tremclad or covering it up with a non-toxic paint? Thanx!
