How to dissolve the skin from a molded clay part?

I have a polypropylene/clay molded part how do I remove outside layer of clay to better my adhesion of paint?

Who is it that says you're supposed to, Charles? Sorry that I'm not familiar with this particular application but it would seem to me that any chemical treatment that is capable of dissolving clay or polypropylene might be absorbed into cracks or porosity in the molded part and continue to eat away at it, and that it might prove impractical to neutralize that action.

Some sort of blasting might be possible, but if the skin is harder than the core, that sounds like trouble too. Which brings me back to the original question of who says you're supposed to -- because some types of paints or pretreatment just might adhere well without requiring the removal you speak of.
