-----How to depassivate stainless steel for nitrocarburizing

We have been trying to nitrido-carburize SS without success in a fluid bed furnace.We know we have to destroy the passive layer of oxide, we used a diluted solution of HCl and reducing atmosphere inside the furnace prior to the process without success.
Does anybody has a suggestion for de-passivation of SS.
