Painting Industry+Roughness Value

Is there any acceptance criteria in industrial Standards to reveal a relation between roughness value and paint thickness applied on the surface?
For example, is the roughness value of 30-50 enough for paint thickness less than 400 Micron?
And the last question, is there any relation between SA values of SIS and surface roughness ?
