Finishing Calculation

It is understood that we can check Ra or RMS Value. But this is only after the component has been machined. Is there any calculation, which can ensure the Ra/RMS Value before machining. For E.g. Feed vs Cutting Speed vs RPM. I am talking about vaccination before the illness occurs and not operation/medical treatment after illness.

Dear Mr Ebenezer;

I thought your cutting tool finish and the accuracy of your CNC machines are generally supposed to be the vaccination in your words?

That last answer was good. There are too many variables that a machine cannot control; therefore, you can not formulate a finish based only on feed and speed alone.
