-----Rusting of stainless steel ISO tanks
I just wonder how we can preserve a stainless steel vessel (type 316) for a long period of time from rusting. also how we can remove rust from the stainless steel vessel (our ISO tanks were rusted from inside).

Does ISO refer to an ISO manufacturing standard or a chemical in the tank? Was the tank (especially, the welds) initially clean and passivated ? What chemical was in the tank? Concentration? Any chloride-containing impurities? Temperature?
Suggestion: clean and remove rust per ASTM A380
-992005 Standard Practice for Cleaning, Descaling, and Passivation of Stainless Steel Parts, Equipment, and Systems, then passivate using a nitric acid or warm citric acid solution per ASTM A967 -05 Standard Specification for Chemical Passivation Treatments for Stainless Steel Parts.
