Enamel / epoxy drop off easily on silver plated surface

We are having the difficulty to make our costume jewelry that required to use enamel paint on the silver surface.

Why it's so easy for the enamel /epoxy drop on the silver plated surface? Please advise how the enamel / epoxy painted will not drop on the silver surface. Thanks

Is silver plating and rinsing the last step before enamelling, or is their any sort of anti-tarnish treatment on the silver? If yes, then what is that post treatment?

The texture of the silver surface for enamelling should be rough instead of being flat, so the enamel paint will have something to grip.
