Any suggested contact, method, who is welling to participate in acid treatment that comes out of acid/lead battery?

I would use magnesium oxide or hydroxide. This is non hazardous and has properties such that your final pH will not exceed about 9.
I doubt very much whether a waste like this would contain significant dissolved lead. If it does, the addition of a little DTC or similar sulfur based precipitant will take it down to non detectable levels.

Car battery acid ⇦ on eBay or Amazon [affil link] contains enough lead, zinc, cadmium and other heavy metals to be of serious interest to the USEPA. It definitely does not get to use the "elementary neutralization" clause in the CFR.
