-----Restoring pitted 1800s rifle receiver

Dear Sir,
I'm a guns collector and I'm trying to restore an old 1800s military rifle. The blued rifle receiver presents a sparsely pitted side. Here is my question: is there a way to restore pitted steel without sanding/grinding the metal surface? I mean: is there any kind of metal putty or something like which can be blued/browned?
