Electrically conductive hydrophilic coating for stainless?

I am looking for a hydrophilic coating that can be applied to 304 stainless and is electrically conductive. The coating must also be biocompatible. Is a product/process for this available?

Biocompatible with what? Electroless nickel might do what you are talking about, but some people are allergic to nickel if you are talking about human biocompatibility.
