Discharging untreated electroplating solutions is totally irresponsible and unbelievably stupid. In my opinion, anyone doing this should be made to clean the mess up themselves and pay for it. They should then be removed from free society. Both nickel and chromium are toxic heavy metals and will certainly kill all fish and anything else that comes into intimate contact with the effluent. LD50 values for these metals are known and are available on the internet and from health and safety books.
