Adhesion testing of printed characters on anodize

With regards to ASTM D3363 Pencil Test. Is that test valid for testing adhesion of characters pad printed on an anodized metal surface? My impression is that the test is for a smooth painted surface only.

If there is a more preferred method for testing adhesion of characters printed on a surface, I'm all ears.
