The rate of peeling or flaking of silver on stainless steel

We have our stainless steel plated with silver. We have had a problem with the quality of the silver plate. We see large qty's of peeling. Compared to our total inventory we see about 2 to 4 percent of our silverplated flatware peeling. That is not much considering the amount of flatware that we have in inventory. But it is a lot to our customers who purchase small qty's and the majority is peeling or flaking. We are being told that it is impossible to eliminate all peeling and that 2 to 3 percent is normal. That sounds reasonable so it has never been investigated.

I want to know if it is in fact normal to have peeling at this rate. Or are we being fed a line. Thank you.
