Can zinc phosphate be applied to ASTM A401 chrome silicon steel?

Q. We have a customer that would like us to zinc phosphate ASTM A401 chrome silicon steel. Our resulting phosphate coating has been unsatisfactory. Will immersion zinc phosphate result in an effective corrosion inhibition of ASTM A401 chrome silicon alloy?
