Roller which works along with HSS Blades for cutting paper

We Have to Mfg a Roller (size Dia. 115mm * Long 375mm) which works along with HSS Blades Having Hardness 65 Rc, For Cutting Paper. Roller Should not get Wear Or have Marking From HSS Blade. We Decided To Use HcHc-D2 Grade Material for Roller & get it Hardened to 58 Rc. But as we used it in Working it got Worn out within a Day. We Were then suggested To get the Roller Superfinished & Hard Chrome Plated. But most of the Hard Chrome Plating Workshop Suggested to get the Substrate Hardness to 40 Rc & Thickness of Hard chrome Plating 0.001 inch. Also Suggested to have the Roller Stress Relieved or Baked Before & After Plating. Dia. of the Roller Is not Important As the Blades Can be Adjusted. So Is it necessary to Grind the Roller After Plating. We want Plating thickness 0.004 inch but plating shop mentioned problem of Substrate material would crack.

Kindly, Please Suggest........
