Nickel plating is peeling off from copper plating

Hello.
I have plated decorative chrome plating on steel parts and have one problem to work through. The steel part came from a cyanide copper bath, following by the bright copper acid, Watts bright nickel and decorative chrome bath. My problem get in touch with peeling (poor adhesion) of the nickel coating over the copper coating. This fail just appear after the chrome plating. Moreover, just some parts (from the same rack)have this problem. Thanks very much for any help.

GM, while parts are immersed in Watts Nickel bath current should be "on" to over come the problem of adhesion.
