Bumper restoration: filling a gouge

I have stripped (mechanically) the bumper ends on my 1956 olds continental kit to have them rechromed and have polished the steel down with different grits to get a mirror surface but there are a few really deep craters that after glass beading I would prefer to fill in with some kind of welding/soldering material that I can smooth down for plating. Any suggestions?

Nickel welding rod is the best filler, I'm told, but it requires experience and skill. Brazing would be more common and is successfully used on weldments that are subsequently chrome plated.
