You need hands-on safety training on this subject, Lakshman! Don't even think about trying to make up a 25,000 gallon tank if you haven't been trained. And I am assuming the best case, that the 93 percent H2SO4 is in some supply tank, not the process tank, and that your questions just reads a little strangely. If the 25,000 gallon process tank actually has 93 percent sulfuric acid, you have a major problem to deal with as it would only take a small amount of water to find its way into this tank for it to explode as the water flashes to steam.
You must never add water to concentrated acid, always the other way around. I don't see how a tank with 25,000 gallons of 93 percent H2SO4 can be diluted in situ.
