Chrome Removal from Aluminum

I am restoring a 1983 Harley Davidson, and would like to know it there is a safe way of removing Chrome from aluminum rocker boxes, so I can later do powdercoating to these two boxes?

Chrome is nearly impossible to paint or powder coat because it is non-wetting (much like some plastics). It can be removed with hydrochloric acid (whether this is "safe" obviously depends on your training level and facilities). But under the chrome is nickel plating which is also difficult to paint.

I've been told by some good powder coaters that sandblasting to the right depth is the key because this will both remove the chrome and freshen and etch the nickel for better adhesion.
