Terminal void problem for chip resistor

Hi,there.

My company is doing barrel plating for chip resistor which using nickel & solder plating. Sometime I face problem at terminal side having void which cause solderability problem. It looks like no nickel or low thickness nickel cause solder cannot plated. But why on top & bottom side, I never faced this problem only at side terminal. I suspect maybe nickel sludge cause the problem, so now I frequently wash the anode bag & anode itself to clear the sludge. I don't know whether this is the correct method to prevent "terminal void". Another question, for cleaning of anode bag, now I';m using HCl to wash the nickel anode bag. Solder anode bag I'm using city water to wash. Any chemical can apply on to make the anode bag more clean? Anyone can help me?
