I want know what does the ASTM B117 mean? and what's the acceptable rust specification on a metal ?

B117 is a Standard Practice for Operating a Salt Fog Chamber. Because it is not a test method, it does not specify the length of test or the evaluation criteria. ASTM D610 will provide information on evaluating rust on metal.
