-----Anodizing defects

I do a bit of anodizing in my workshop and have problems with with white marks especially in areas where there is a hole in a plate. These areas will not take the dye. I run the system with a 15volt power supply. The funny thing is that on some plates there is no problem,I only anodize for a hobby. Can you help?
