Need pre-clean help for H-11 Vac-Cad

Can anyone suggest a cleaning method for Vac-Cad plating? These are parts with threads. Material is H-11, Rc48. When blasting is involved the fatigue properties drop. The same is true with wire or Nylon brushing. Vibratory tumbling with glass beads does not clean the oil and scale enough. Isn't there any way to clean it with some type of chemical or soap but still get adequate adhesion on subsequent Vac-Cad operations? without damaging the threads? Microscopic surface roughness have contributed a drop in Fatigue cycles.

Shot peening increases fatigue life rather than degreasing it, so perhaps a combination mechanical cleaning via shot peening can help.
